Is there overhead to using WordPress as compared to, say, an English only site?

Other most popular CMS is Drupal, Joomla and DocuWiki, but I have less experience with them.

I like Worpress, because it is easy to start with, the functions are quite good, there are good add-ons for SEO, it can be used for site contents maintenance and for blogging (which is good for SEO, too).
Aside from WP, I have (less) experience with TYPO3, which is OpenSource, but not as intuitive as WP. Also, AFAIK, TYPO3 does nto have blogging, so WP has more functionality. Both are free systems, so no costs, no support. WP has AFAIK the largest user base of all CMS/Blogging systems, and thus if there are any problems, there are enough forums to ask around.

I have played with it a little. It is very good for multi-language.
